One District, Two Halves

How fourteen communities became one district.

On May 4, 2026, Governor Ron DeSantis signed Florida House Bill 1D, redrawing the state's congressional map for the 2026 elections. Twenty-one of Florida's 28 districts changed — Districts 1 through 7 were untouched — and the new FL-14 emerged contained entirely within Hillsborough County. Before the redraw, the communities on this page were divided among three congressional districts: the old FL-14 centered on the city of Tampa and reached across the bay into southern Pinellas County, while eastern and southern Hillsborough were split between Florida's 15th and 16th Districts.

Plant City, Dover, and Seffner — along with the northern parts of Brandon and Valrico — moved into the new FL-14 from Florida's 15th District, represented by Laurel Lee. Riverview, Apollo Beach, Sun City Center, Ruskin, Wimauma, Bloomingdale, FishHawk, Lithia, and nearly all of Gibsonton arrived from Florida's 16th District, represented by Vern Buchanan, who has announced his retirement. Brandon and Valrico show what the old lines did most clearly: each was split between two congressional districts, and in Brandon the dividing line ran along State Road 60. The new map ends those splits.

The eastern half of the district runs from Brandon — roughly 115,000 residents and one of the largest unincorporated communities in Florida, the district's suburban anchor — through the established neighborhoods of Valrico and Bloomingdale, the parks and trails of the master-planned FishHawk community, the rural character of Lithia, and the long-standing communities of Dover and Seffner, out to Plant City, the agricultural heart of FL-14 and home of the Florida Strawberry Festival.

The southern half follows Tampa Bay and the U.S. 301 corridor: Riverview, one of the fastest-growing communities in Florida; Apollo Beach, a waterfront community on Tampa Bay; Sun City Center, an active-adult community with one of the largest concentrations of veterans in FL-14; the agricultural communities of Ruskin and Wimauma; and Gibsonton, with its waterfront character along the Alafia River. Where the district reaches into the city, it takes in southern Tampa neighborhoods including Hyde Park, Davis Islands, and Palma Ceia.

District lines do not follow ZIP codes, so the exact answer for any address is a lookup: search your address on the interactive map above, or check your voter record at votehillsborough.gov — the Hillsborough County Supervisor of Elections is mailing updated voter information cards countywide. Every community on this page votes in the new FL-14 in both the August 18, 2026 primary and the November 3, 2026 general election, and the winner takes office in January 2027; until then, current members represent the old districts.
