Search for “Brandon FL mayor” or “Riverview city council” and you’ll find nothing official — because there is nothing to find. Some of the largest communities in Florida have no city government at all, and if you just moved to eastern or southern Hillsborough, that’s worth five minutes to understand. Here is who actually runs things, who to call, and who represents you.
Why Brandon and Riverview Have No Mayor
Brandon (about 115,000 residents at the 2020 census) and Riverview (about 107,000, one of the fastest-growing communities in Florida) are census-designated places — named communities with real identities but no municipal charter. They were never incorporated as cities, so there is no Brandon city hall, no Riverview city council, and no mayor of either. None of that has kept Brandon from becoming the commercial and residential anchor of eastern Hillsborough.
That puts them in large company: more than two-thirds of Hillsborough County’s population — roughly a million people — lives in unincorporated areas, which the county’s own planning agency calls its “largest and most populous jurisdiction.”
Who Actually Governs Unincorporated Hillsborough
Local government for every unincorporated community is Hillsborough County itself:
- The Board of County Commissioners sets policy and budgets: seven members, four elected from single-member districts and three elected countywide, with day-to-day operations run by an appointed county administrator.
- The Hillsborough County Sheriff’s Office is the law-enforcement agency for all unincorporated areas.
- Hillsborough County Fire Rescue provides fire and emergency medical response.
- County departments handle code enforcement, permitting, water and wastewater, parks, and road maintenance.

The Exception: Plant City (and the Other Two Cities)
Plant City is an incorporated city — but even it has no directly elected mayor. Five city commissioners are elected at large to three-year terms, and each June the commission chooses one of its own members to serve as Mayor-Commissioner, while an appointed city manager runs daily operations. Tampa and Temple Terrace, the county’s other two cities, have their own municipal governments as well.

Local services come from the county — but the federal decisions that shape Hillsborough life (taxes, Social Security and Medicare, insurance and disaster policy, highway funding) come from Congress.
